Have you checked that the drain pump is operating normally? It may be clogged, jammed or bad. Also look at the drain hose. When you say you were able to get it on the drain cycle, can you explain what you did to get it into the drain cycle? It may give us more clues as to what is going on in the washer at that point.

So at the end of the wash cycle, the tub does not empty and the washer turns off. Still full of water. I was able to get it on a drain cycle, but once I go to start a new load, ground hog day.

First of all be sure it is on the correct cycle.
Does this happen with a full load and partial load of clothing?
Does it seem as if the RPM of the drum is fast enough?
You may need to take the washer apart and check out the counterweight and springs.
Your tub may not be aligned properly.

MY WASHER IS NOT SPINNING STRONG ENOUGH. WHEN IT FINISHES ITS CYCLE, THE CLOTHES ARE STILL VERY WET.
I PLACED IT ON RINSE N SPIN CYCLE, BUT TO NO-AVAIL, THE CLOTHES ARE STILL HEAVILY WET. THE SWITCH WOULDN’T ALLOW ME TO CANCEL CYCLE EITHER.
